Campaign to Keep the Promise to
Michigan's Children
Keep the Promise is a
coalition created in response to the State's success
in the lawsuit known as "Durant
III." By use of what State Court
of Appeals Judge Janet Neff calls a
"shell game," the state argues that it is
providing money for both general education - as required
by the Constitution - and special
education - an added mandate required
to be financed by the State by the
Headlee Amendment, by - in essence - dividing
the same pot of money and simply labeling part of it
general ed and part of it special ed,
but without providing new funds.
In response, the
Coalition has been identifying candidates who, if elected,
will support funding special
education and other state mandates in addition
to the general education budget.
